PHL are leaders in Stormwater Management and new innovations in 'green' site design (LEED projects and Low Impact Development). With extensive design experience in stormwater quality and quantity control, water balance methods and river hydraulics, PHL can meet your water resource requirements from the subwatershed study through to detailed design and construction.

PHL are Project Managers, Designers and Contract Administrators for commercial, residential and industrial developments ranging in size from 2 acres to 70 acres all across Canada. We provide services from the initial Functional Servicing Plans and Investigations through to the detailed design and construction of individual site plans up to large subdivisions.

PHL has successfully completed many municipal infrastructure projects for both municipalities and private landowners. These projects include widening/urbanization of existing roads and design of new municipal roads as well as sewer and watermain system upgrades and extensions.

PHL is an industry leader in Cost Sharing Agreements. We prove Group Engineer/Trustee services to a block of owners, or act on behalf of individual owners in cost sharing negotiations.
